A committee has suggested the extension of Right to Education (RTE) Act, 2009, to pre-school and secondary education. Before the suggestion can be implemented, the Union government will evaluate the suggestion and streamline the difficulties and issues being faced by the states. The committee which suggested the extension of the RTE Act was constituted by the Central Advisory Board of Education (CABE).
The sub-committee, headed by Minister of State (MoS) for Human Resource Development (HRD) Satya Pal Singh, reached a consensus on extending the Right to education at the pre-primary level and in classes 9 and 10.
Currently, RTE applies only to Classes I to VII, which makes the education a justiciable right for the children within the age group of 6 to 14 years.
The panel observed that expanding the scope of the ACT will come with the serious financial commitments and therefore, a clear commitment from Union government and states are required. The members of the sub-committee were Education ministers of Bihar, Gujarat, Assam, Kerala, Haryana, Maharashtra, Tripura, Madhya Pradesh, Manipur, Uttar Pradesh, Uttarakhand and West Bengal.
Education ministers of Uttarakhand and Madhya Pradesh were not in the favor of the provisions as they believe that the saved money can be better utilized for improving the standard of education in the government schools.
