The department of Higher Education in the country was allotted a sum of Rs 110700 crore as a part of the 12th Five year plan. Taking a cue from the previous plan, the 12th plan would continue to focus on 3 key Es, viz. Expansion, Equity and Excellence.
The aim is to swell the enrolment capability to accommodate 10 million students. This number includes the 1 million students to be enrolled in distance and open learning by the end of 12th Five year plan. The GER (Gross Enrolment Ration) was 20.4 for Higher Education in the country for the period 2011-12. This plan is aimed at increasing this number to 25.2 by the 2017-18 time frame and achieving a target of 30 by 2020-21. According to All India Survey on Higher Education 2012-13 (AISHE), a total of 665 Universities and 35829 colleges in the country have enrolled a total of 29629022 students across all courses. All this information was furnished by Dr. Ram Shankar Katheria in the Rajya Sabha in response to a question raised in the house.
