Revised time tenure of principals in colleges will be
introduced very soon. In the previous amendments, service time of principal was
5 years but according to a new decision taken by the University Grants Commission
(UGC), one more term has been added to their time tenure following an external
peer review committee. The report stated, on November 29, that the time period
of college principals is 5 years, with eligibility for reappointment for one
more term, after completing the same selection process which is mentioned by
external peer review, its recommendations and its outcomes. Guidelines
according to which external peer review will work are specified by the UGC.
Current staff is not able to fulfill the minimum
qualification requirements of the principal, teaching and academic staff
positions in various universities and colleges, that is required for maintaining
the higher standards of education. That is why UGC decided to increase the time
period of the Principals. The report suggests that clauses 5.6.1(d) of these
regulations (September 18, 2010) need to be changed.
Jaspal Sindhu, Secretary of UGC, said that the matter was
discussed by the commission in their meeting on November 15, 2016 and the Commission
decided to constitute an external peer review committee which consists of the nominee
of Vice Chancellors of affiliated universities and nominee of the Chairman of the
UGC. The re-appointment of principals will be based on the report given by the peer
review committee.
According to the 4th amendment regulations, the new time
tenure of the principal is of 5 years plus one term. This rule is applicable to
all universities and affiliated colleges that come under the UGC. These rules
come into effect from the date of publishing of the
official gazette.
