Delhi government is now working to bring a bill, which will penalize the officers who misused and diverted the funds meant for uplifting the Schedule casts (SC) and Schedule Tribes (ST). Simultaneously, the government is also working to set up a Schedule Cast (SC) commission for the NCR (National Capital Region) region.
These announcements were made by the Delhi's SC and ST Minister Rajendra Pal Gautam in the assembly over the complaints from other members about SC/ST students not receiving their scholarships.
The minister's remarks were in response to the issue raised by the AAP member Adarsh Shastri as he referred to the report by the by the Dialogue and Development Commission of Delhi (DDC), which said that more than five lakh scholarships of the SC/ST and other minorities are yet to be distributed.
He said that more than 5 lakh scholarships are yet to be distributed and there is already a delay of 16 months in this. On this Shastri blamed the NSP (National Scholarship Portal) which is responsible for the timely distribution of the scholarships.
Gautam promised that from next academic session there will be no pending scholarships and told that a bill is in pipeline which has the provisions for punishing the officials who misuse and divert the funds meant for the SC, ST and other minorities.
Kejriwal, on the issue said that these files were never brought before the concerned ministry and his government was kept in dark about the issue.
The DDC said that upon examining the 34 files pertaining to the 12 schemes (implemented by the state government) it was found that four of the five state-sponsored schemes had collapsed in 2015-16 and thousands of students who had applied for the scholarship are yet to receive the funds.
