In a high profile meeting of CABE (Central Advisory Board of Education) which was on the 25th Oct’16 and headed by HRD minister Prakash Javadekar, issue of teachers being engaged for non-academic activities by schools was raised.

Post the meeting a circular was issued by the CBSE secretary Joseph Emmanuel, informing the schools that no teachers should be engaged in non-academic activities and schools should employ female attendants or lady guards in school vans and buses to ensure safety of children. The aim is to ensure that teachers are not allotted any non-academic work.

As per previous guidelines issued by CBSE, the schools could ask one of the teachers to accompany children in school vans.

CBSE circular said “Schools affiliated to CBSE should ensure that no teacher is engaged in non-teaching activities, except those related directly to teaching, professional up gradation, examination etc.”

For activities such as transport or canteen or any similar related tasks, separate staff may be engaged by the school.

CBSE circular also said “It will be responsibility of the principal and the secretary of the society or trust of the school the norms are implemented”

As per the new circular of CBSE, “Right to education lays down that no teacher should be engaged in non-academic activities except those related to census, disaster relief or election.
