The state government has asked Mumbai University (MU) to reinstate the transferred employees to their previous positions. The move comes after an inquiry revealed irregularities in the transfers of the employees. The Univ. has been given 3 month’s time to duly comply with the directions.
The funding of the University has been stopped. “The government has appointed a committee to find out the irregularities. Once all the employees move back to their original positions, the funding will start”, said the registrar of the Univ. M.A. Khan.
Brief of the inquiry:
State government has created 1,319 non-teaching staff positions and 365 teaching staff positions at Mumbai University. Of the total position 1,005 and 202 positions were filled for the non-teaching and the teaching staff respectively.
As per the Joint Director of higher education, the varsity had violated the norms of filling the positions for which the state funds. Many employees have been found employed under the payrolls of the varsity. The inquiry also found that many transferred employees have been appointed under the self financed posts created by the university.
The inquiry also stated that in many categories 100% employees were appointed through internal recruitment and nomination which violates the Maharashtra Public Service Commission (MPSC) norms.
“The
universities go for internal recruitment because many a times the same is
delayed while going through MPSC. But these appointments need to be approved by
the government. In case of MU no approval from the government had been sought”
