Contrary to the claims of the government, the expenditure on education, as a percentage of the GDP is consistently decreasing. The economic survey of the year 2017-18 shows that state and Union government together have been investing less than 3 percent if the country's GDP despite the fact that education is considered most important for the economic progress.

Six year ago, in 2012-13, the investment in the education was 3.1 percent of the GDP which further dropped to 2.8% in 2014-15. In 2015-16, this drop further rises to 2.4 percent.

Since 2016-17  there have been some signs of recovery but the government is still far away from reaching the target, which is 6 percent of the GDP.

“Being a developing economy, there is not enough fiscal space to increase the expenditure on critical social infrastructure like education and health in India. However, given the limited resources, the Government has consistently prioritized strengthening the educational and health profile of the population,” the survey states.
