The government said that the annual average dropout rate at the primary school level was 4.13 percent in 2014-15. The dropout rate among the boys at the primary level, during this period, was 4.36 percent and for the girls, it was 3.88 percent, according to the data provided by the Prakash Javadekar during the Question Hour.

He further told that in most the cases the drop out took place in the ninth grade because of the absence of no detention policy.

Exams are held in class IX but students do not know much. Most of the schools are just mid-day meal center where students come have lunch and will go back to the home and their studies suffer.

He said, "to solve this problem, the ministry had brought in learning outcomes and training had also been provided to 15 lakh teachers trained".

Regarding the dropout rate, the questions were raised by various parties. They also demanded to know the reasons due to which girls drop out from the schools.

Javadekar said, "non-availability of separate toilets for girls was a major reason and the Modi government in its first year took steps to resolve this issue."

He further added "while there was no shortage of teachers in the country, there existed deployment issues which resulted in lack of skilled teachers in certain places. These issues would be discussed in a forthcoming CABE committee meeting."
