Today India possesses the largest higher education standards worldwide and ranks 2nd in enrolment of students. Undoubtedly, there has been a consistent growth in number of student enrolment and institutions over past 6 decades. However, we yet lag behind from rest of the world with a low GER (Gross enrolment ratio) of less than 20% in higher education, unacceptably low in comparison with our competitors and partners, 84% in US, 59% in UK, 55% in Japan and 28% in China as per Shashi Tharoor, the Minister of State for Higher Education.

The higher education standards are yet lagging by numerous problems like low GER (gross enrolment ratio). In order to address the challenges the government has proposed various initiatives in the areas of equity, expansion, excellence, funding, governance, implementation and monitoring.

Even an increase in enrolment of students by 11% in higher education courses and growth in number of institutions by 9% in past decade haven't helped India in improving higher education scenario as per a report which was prepared by Planning Commission, Ficci.
